James (Jay) McConville is an Aerospace and Defense Industry Consultant and the founder of Emerald Collaborative Partners, LLC, which specializes in systems and technologies for the defense and intelligence market, both in the US and internationally. Over the last twenty years Jay has served in key executive positions in this market, including as a Director of Business Development with Lockheed Martin Corporation; Executive Vice President for Chandler/May, Inc.; President, CEO and Chairman of the Board of AME Unmanned Air Systems, Inc.; and as a Vice President at General Dynamics Corporation.

Prior to entering industry, Jay served as a United States Army Intelligence Officer, including service with the 1st Cavalry Division during Desert Shield and Desert Storm.

Jay is a past President of the Washington DC “Capitol” Chapter of the Association of Unmanned Vehicle Systems International (AUVSI), having been elected in 2009 to two terms after multiple years on the Chapter’s Board of Directors. He also recently completed his second term as an elected member of the Mt. Vernon-Lee (Virginia) Chamber of Commerce Board of Directors.

Jay ran for the Virginia House of Delegates in 2009. He subsequently served two years as a Fairfax County Republican Committee (FCRC) Vice Chairman and was then elected Chairman in 2012. During his tenure FCRC was recognized as the outstanding unit in Virginia, and Jay was awarded the 11th District Chairman of the Year Award and the Republican Party of Virginia Chairman’s Award.

Jay has a Bachelor of Science from George Mason University and a Master of Science in Strategic Intelligence from the Defense Intelligence College, Washington, DC.

Jay lives in Richmond, Virginia with his wife of over 30 years, Susan Ulsamer McConville. They have three children, James Robert, a Captain in the United States Army, Colin Evans, a 1st Lieutenant in the United States Air Force, and Katelyn Grace, a student at East Carolina University.
