Honorable Scot Faulkner
Mr. Faulkner was the first Chief Administrative Officer of the U.S. House of Representatives. His business-based reforms rebuilt the integrity of House operations, generating cumulative savings of $4.5+ billion. These reforms became the operational model for 44 national parliaments and were among the Top 100 Innovations in American Government of the Ford Foundation and Harvard University.
Mr. Faulkner is an expert on Congressional Oversight and government waste. On behalf of Arlan Stangeland (R-MN) and John Ashbrook (R-OH), he led oversight activities on the House Committees on Oversight & Accountability, Public Works, Education & Labor, and Intelligence. In 2016, he chaired the Trump Presidential Transition Team on Inspectors General.
Private sector experience includes serving as Global Practice Leader for the American Management Association and Vice President of Philip Crosby Associates (quality control and management). Led strategic transformation for global corporations (ConAgra, Hershey, Qatar Petroleum, the Australia-New Zealand (ANZ) Bank), the World Bank, and the Smithsonian Institution.
Earlier, Mr. Faulkner was Director of Personnel for the Reagan Campaign and served on the Presidential Transition and the White House Staff. He held executive positions at the Federal Aviation Administration, the General Services Administration, and the Peace Corps. His public sector accomplishments are recognized with 26 management awards and four letters of commendation from the President of the United States.
His columns on government reform and oversight are published in The Sunday Guardian of India, The New York Times, The New York Daily News, The Washington Times, The Washington Examiner, Newsmax, and Politico. He provides on-air commentary for ABC-Australia, NPR, PBS, VOA, and talk radio. Authored the critically acclaimed bestselling Congressional memoir, “Naked Emperors”.
Earned a Master’s Degree in Public Administration from American University and a Bachelor’s Degree in Government from Lawrence University. Studied at the London School of Economics and Georgetown University.

Janine Turner
Actress Janine Turner is famous for her role as Maggie O’Connell in television’s Northern Exposure. She is the Founder and Co-President of Constituting America which launched in 2010. She is still acting but is also actively teaching kids about the U.S. Constitution and has given over 540 speeches to classrooms across the country.
Cathy Gillespie
Cathy Gillespie is the Chair of Constituting America, a former Congressional Chief of Staff and former Commissioner of the White House Fellows Commission. She is currently serving as one of 16 private citizens serving on the U.S. Semiquincentennial Commission, helping organize the celebration of our country’s 250th birthday in 2026!
Tova Love Kaplan
Tova Love Kaplan is a student at Harvard University. She currently serves as the National Youth Director for Constituting America and runs the National Youth Advisory Council. She is a three-time winner of the “We The Future” Contest and is passionate about educating and empowering young people to use their constitutional rights!
Jorne Gilbert
Jorne Gilbert is a recent graduate of Moravian University where he designed a major entitled Dramatic Production and Musical Performance. He used what he learned to further develop the charitable organization Sing For America which he co-founded to produce musicals portraying the art of Truth and Light.
Jewel Gilbert
Jewel Gilbert is Executive Producer of Sing for America, a charity founded by him and his family. Sing for America reveals the Art of Truth and Light through live performance. He is the Operations Director for a new business venture, J. Barker Paving. Jewel holds a BA in Musical Performance/Dramatic
